Understanding Martyn’s Law: The Terrorism (Protection of Premises) Act 2025

Martyn’s Law — officially known as the Terrorism (Protection of Premises) Act 2025 — introduces new legal responsibilities for certain venues and public spaces to enhance their preparedness against potential terrorist threats.

What Does the Law Require?

Under Martyn’s Law, qualifying venues must:

  • Implement proportionate security measures
  • Conduct terrorism risk assessments
  • Ensure staff are trained to respond effectively to incidents

This applies to a wide range of locations, including:

  • Entertainment venues
  • Places of worship
  • Retail spaces
  • Community centres
  • Educational institutions

Two-Tier System

The legislation introduces a tiered approach based on venue capacity:

  • Standard Tier (200–799 capacity):
    Requires basic preparedness, including risk assessments and staff training.
  • Enhanced Tier (800+ capacity):
    Demands more advanced planning, such as implementing security systems and developing incident response capabilities.

  • All education settings fall under the Standard Tier, regardless of whether they have fewer than 100 or more than 800 people on site.
  • This reflects the unique safeguarding and operational needs of educational environments.

Requirements for Educational Premises:

  • Conduct a basic terrorism risk assessment
  • Develop and maintain an emergency plan (e.g. lockdown, evacuation, invacuation)
  • Train staff on how to respond to incidents
  • Communicate effectively with staff and pupils during emergencies

These measures are designed to be practical and proportionate. The government has confirmed that schools will not be required to hire security consultants or install specialist infrastructure unless their own assessments deem it necessary.
